About these terms

These terms apply to your use of the public RAQ Consultation website. Please read them before using the website. If you do not agree with them, please do not use the website.

These terms cover the public website only. They do not replace or change:

  • any consultancy agreement, proposal, engagement letter or other agreement between RAQ and a client;
  • any non-disclosure or confidentiality agreement;
  • any client portal, which will have its own terms;
  • our Privacy Notice, which explains how we handle personal information;
  • our Regulatory Information Disclaimer, which explains the limits of the regulatory information on this website.

If these terms conflict with an agreement that you have made with RAQ, that agreement applies.

A.Website operator

This website is operated by RAQ Consultation ("RAQ", "we", "us"), a regulatory affairs and quality assurance consultancy in Sri Lanka. RAQ Consultation is a trading name of Healin' (Pvt) Ltd (company registration PV 00282060). Our details are:

B.Purpose of this website

This website provides information about RAQ and its consultancy services: regulatory affairs for medical devices, cosmetics and borderline products, and quality assurance and GMP consulting. It also gives you a way to contact us about a possible project.

The website does not sell products or services, take payments or provide user accounts.

C.General regulatory information

Regulatory content on this website, including our service pages and any articles, is general information. It is not a regulatory determination about any particular product and is not legal advice.

What applies to a product can depend on the product itself, its intended use, its classification, how and where it is manufactured, and the procedure that the National Medicines Regulatory Authority (NMRA) applies at the time. Please do not rely on general information on this website to decide how a particular product should be classified, registered or manufactured. Check the NMRA's official publications and obtain advice on your specific circumstances.

D.Enquiries and consultancy engagements

Sending us an enquiry, contacting us by email or telephone, or receiving an initial reply from us does not create a consultancy engagement. It does not oblige you to use our services, or RAQ to provide them.

A consultancy engagement begins only when you and RAQ agree its terms separately, through a written proposal, engagement letter or agreement accepted in writing. Those agreed terms, not these website terms, govern the services, fees, confidentiality and the responsibilities of each party.

Please do not send confidential documents, formulations or dossiers with an enquiry. Our Privacy Notice explains why.

E.Regulatory authorities and approvals

Decisions on product registration, licensing and other regulatory approvals in Sri Lanka are made by the NMRA and other competent authorities. Certification against a standard, such as ISO 9001:2015, is granted by a certification body.

RAQ is an independent consultancy. It is not part of the NMRA or any other government body and is not endorsed by them. RAQ does not issue registrations, approvals, licences or certificates.

RAQ does not guarantee that any application will be accepted or approved, that a licence or certificate will be issued, or how long an authority will take to process an application. Any timescale we give is an estimate and depends on the authority.

Using this website or sending an enquiry does not appoint RAQ as a Marketing Authorization Holder, licence holder or local representative for any product. Formal representation arrangements are assessed separately according to applicable regulatory requirements.

F.Using this website

You are welcome to use this website for lawful purposes, such as reading about our services, sharing links to our pages and contacting us. Please do not:

  • use the website in a way that breaks any applicable law;
  • try to gain unauthorised access to the website, its server or any connected system, or test their security without our written permission;
  • interfere with the website's operation, for example by introducing malicious code or deliberately overloading it;
  • use automated tools in a way that places an unreasonable load on the website, bypasses its safeguards or sends enquiries automatically;
  • send unlawful, misleading or harmful material through the website, or pretend to be someone else.

Ordinary search engine indexing, and assistive technology such as screen readers, are welcome.

We may take reasonable steps to protect the website, such as blocking traffic that is harming it. Unauthorised access to a computer, or causing it to malfunction, can also be an offence under Sri Lanka's Computer Crime Act, No. 24 of 2007.

G.Intellectual property

Unless otherwise indicated, the original content and branding displayed on this website are owned by or licensed to Healin' (Pvt) Ltd, trading as RAQ Consultation. Photographs, fonts, regulatory publications and other third-party materials remain subject to the rights of their respective owners and applicable licences or permissions.

You may view the website, print or save pages for your own reference, and share links to it. Please ask us before copying, republishing or adapting substantial parts of the website for commercial purposes, or using the RAQ name or logo in a way that suggests a connection with RAQ. This does not restrict any use that the law allows.

RAQ does not claim ownership of laws, regulations, NMRA publications or other government documents, standards such as ISO standards, or any other material owned by others that this website refers to or links to. That material remains subject to the rights and terms of its owners.

This website links to other websites, including the official NMRA website. Those websites are operated independently of RAQ. We are not responsible for their content or availability, and a link does not mean that RAQ endorses the website or is endorsed by its operator.

For official requirements, the authority's own publications are the authoritative source.

I.Accuracy and availability

We aim to keep the information on this website accurate, and we check regulatory content against official sources before we publish it. Regulatory requirements, procedures and website content can change, however, and a page may not reflect the latest position. Where a page shows a review date, please take it into account and confirm current requirements with the relevant authority.

We may update or remove content at any time. The website may sometimes be unavailable, for example during maintenance, and we do not promise that it will always be available or free from errors.

J.Limitation of liability

This website is provided free of charge for general information. To the extent permitted by law, RAQ is not responsible for loss or damage arising from:

  • relying on general information on this website without obtaining advice on your specific circumstances;
  • the website being unavailable or containing an error that we were not aware of;
  • the content or availability of other websites that this website links to.

Nothing in these terms excludes or limits any liability that cannot lawfully be excluded or limited, or takes away any rights that you have under the law.

If you engage RAQ, responsibility for our services is governed by the agreed engagement terms, not by these website terms.

K.Privacy

Our Privacy Notice explains how we handle personal information, including information sent through the enquiry forms.

L.Changes to these terms

We may revise these terms, for example when the website, our services or the law changes. Revised terms will be published on this page with a new version number and date, and apply from the date shown. Please check this page when you use the website.

M.Governing law

These terms are governed by the laws of the Democratic Socialist Republic of Sri Lanka.

If any part of these terms is found to be unenforceable, the rest of the terms continue to apply.
